The Association has been successful in obtaining the following funding from the Business Advocacy fund, which will help us in our lobbying efforts:-
· Amendment of National Alcoholic Drinks Control Act (ADCA) 2010: KAHC has been lobbying for the amendment of the ADC Act 2010 since 2012. Proposed amendments to the Act have been agreed with NACADA and an amendment Bill introduced to the Senate through a private member’s Bill. If successfully enacted, the Act is expected to create a better regulated industry safeguarding jobs, investments and ultimately protect the health and safety of consumers.
· County Alcoholic Drinks Control (ADC) Bills (for Kwale, Nairobi, Kisumu and Nakuru counties): KAHC together with BMOs in these counties would like to engage with the respective county governments to develop appropriate county liquor laws based on the model law developed by NACADA. KAHC has successfully participated in the development of the Kilifi and Mombasa County ADC Bills. What KAHC seeks out of these laws is clarity on some clauses to improve the compliance of businesses especially relating to the sale, manufacture, storage of alcohol and stakeholder representation in county licensing committees.
· County Beach Management Bills (for Mombasa, Kilifi, Kwale, Tana River and Lamu counties): Trade along the Kenyan Coastline has for a long time been unregulated resulting in unpleasant experiences by tourists and other beach users. There have been incidences of tourist harassment, insecurity at the beach and conflicts among beach users reducing beach attractiveness. KAHC and Mombasa Coast Tourism Association (MCTA) would like to develop an all-inclusive beach management legislation that will set out clear rules for beach use; bring order and improve security at the Kenyan coast beach-line.
This legislation is expected to lead to an increase in business at the beach; improve the experience of visitors and safer and cleaner beaches.
