The Kenya Tourism Federation carries out a program pre, during and post elections targeting to ensure that tourists in the country are safe and well informed. This program is known as the Election Period Operating Procedures (EPOP).
Through EPOP, KTF lays out a countrywide communication network using strategically positioned observation and control vehicles. These units are fitted with mobile High Frequency (HF) and Very High Frequency (VHF) radios and their key objective is to closely monitor all activity at selected tourism circuits and key tourist routes. They then report any concerns to the KTF Safety Centers in Nairobi and Mombasa. These Centers in turn disseminate up to date information to all operators who are subscribed to the Network. The communication network therefore acts as an “Early Warning System” to alert the tourism industry of any disturbances that would adversely affect tourist operations in a particular sector.
The warnings are also accompanied by recommended remedial actions that should be taken to ensure client safety.
The same was also planned for the General Election on 4th March 2013. Taking from lessons learnt in previous programs, KTF proposed to expand and enhance the program to address any previous shortcomings.
There were two committees that sat in Nairobi and the Coast, that were charged with the responsibility of planning and executing program. KAHC was represented on both committees. KAHC members were asked to cooperate with the field observers and where need be to avail food and drinks to them as they go about monitoring the areas assigned.
